Yes. I agree with the mulch. It will also break down over time prevents weeds and will help fertilize plants. Perennial flowers will come back every year. Lavender, for example, is a good one because it only require being watered once a week and also puts off a nice aroma to the area. Also stone beds are a good low maintenance idea. There are many bushes as well that can be planted and will only need to be pruned back once a year during spring or summer. Or even potted plants could be a good idea.
